In the final rankings, Minnesota finished 21st in 'Cost,' fourth in overall health care, seventh in baby-friendliness and second overall in family-friendliness. Massachusetts took the top overall spot, including the top spot in 'family-friendliness,' while Vermont finished eighth but first in overall health care.
