The Sustainable Community School (SCS) program first began in 2018 after the Chicago Teachers Union successfully included the pilot program in its labor contract. According to CPS’ own data, every one of those schools still perform well below their CPS District and Network averages in reading and math. Elected CPS school board member Ellen Rosenfeld is arguing taxpayers are funding a program that has no proof of success. Per the CTU labor contract, CPS will go from 51 SCS schools to 70 in 2028, at an expected additional cost of nearly $10 million. Neither CPS nor CTU officials had an immediate response to NBC 5 Investigates' look into the program.
