The goal of the proposed bill is to support accelerated doctoral programs to improve America’s pipeline of scientists and engineers in high-need, critical technology fields such as artificial intelligence, quantum science, biotechnology, cybersecurity, robotics, and advanced computing. “Prioritizing American talent is vital as China and other global competitors race to dominate critical technologies,” said Sen. Young, who introduced the Promoting High-skilled Doctoral (PHD) Talent Act, S. 5187, with bill sponsor U.S. Sen. Mark Warner (D-VA) on July 30. “To remain the world’s technological leader, we need more American scientists and engineers,” Sen. Young added. Under S. 5187, taxpayer-funded student support would be reserved for U.S. citizens, U.S. nationals, and lawful permanent residents rather than temporary visa holders, the summary says. The bill is under consideration by the U.S. Senate Energy and Natural Resources Committee.
