City council refuses to consider caravan site plans until enforcement appeal outcome

The council issued an enforcement notice on July 25, 2025, alleging the land had been turned into a mixed residential caravan and agricultural site without permission.
The site is entirely covered by the enforcement notice under appeal, which will be decided by the Secretary of State.
The planning statement said the site was not isolated, was screened by mature hedging and had limited impact on the countryside.
It also cited the family’s need for a Gypsy and Traveller site and said the council had failed to provide a five-year supply of pitches.
Planning permission for the land at Emlyns in Soberton was granted in 2021 specifically for use as an agricultural polytunnel with a solar battery and animal feed store.
