'Winchester could be as car-free as many enlightened European towns'

The old town has a footprint which, if laid out on Winchester, would range from Stanmore to Winnall and from Abbots Barton to St Cross. Why can’t Winchester be like Tours? Given the value of the land they occupy in Winchester, car parks represent a huge loss to the economy of Winchester. The whole of central Winchester, from the railway to City Bridge, could be as car-free as a small fraction of central Tours and many other enlightened European towns.
