Council’s review of housebuilding targets set to be scrapped

The Local Plan sets out housebuilding targets across the ForestHowever, a review was launched in 2024 after it was revealed construction and supply had fallen “significantly” below previous forecasts.
A report to cabinet members, who met today (Wednesday), explained the review was “no longer considered realistically deliverable”.
“Substantial progress has nevertheless been made, and the evidence base prepared to date remains robust and capable of informing future plan‑making across wider geographies.
“Aligning the council’s approach with emerging strategic planning frameworks will support a more realistic, defensible, and resource-efficient response while retaining the value of the substantial evidence base already prepared.”
Members agreed to pause the review to focus on “a more strategic planning approach”.
