The Lever Arms on Top O' Th' Lane in Darcy Lever has been vacant since 2020, with various plans that have never come to fruition to redevelop the site put forward since then.
But now the latest plan put before Bolton Council could see alterations to the windows made to transform the abandoned pub into a café.
A justification statement said: "The premises have historically operated as a public house, which generated customer activity, vehicle movements, and associated noise throughout the day and evening.
In October last year, a proposal to transform the vacant site into new flats was withdrawn by the would-be developer.
The pub itself had previously been deemed to be "beyond repair", an "eyesore" and a "mess" by the then Little Lever and Darcy Lever councillor Sean Hornby back in March 2023.
