Azerbaijan intensified its arrest of local TikTokers in July, accusing them of violating moral values on social media — an act criminalised under Azerbaijan’s administrative offences code in early 2026. On 2 August, 35-year-old TikToker Alikram Heydarov was sentenced to eight days in jail under charges of hooliganism. At the time, the Interior Ministry told OC Media that dozens of content creators had been arrested for creating ‘immoral content’. In December 2025, parliament discussed the amendments that classified ‘immoral activity on social media directed against society and the national morality’ as petty hooliganism. He stressed that they will contribute to the strengthening of the government’s control over society and self-censorship on social media.
