Chard Town Council commissioned the Rolley Report in October 2022 following eight separate allegations of bullying, which coincided with a high turnover of town council clerks over a ten-year period. A fresh apology has now been issued to councillor Jason Baker, with the town council accepting that its failures "may have had serious and lasting consequences" for him and his family. Mr Baker - who also represents the Chard South division on Somerset Council - filed a formal complaint with the town council in November 2023. Following an independent investigation, the town council acknowledged it had "failed to follow its own procedures" and "did not respond appropriately". This "prolonged failure" led to "unacceptable behaviour" towards Mr Baker, including a campaign of "sustained bullying", vandalism to his Chard home and death threats.
