The city council was rapped by the Health and Safety Executive (HSE) and issued with an improvement notice over not having an asbestos management plan. “The difficulty I always have, particularly with asbestos, is that we’ve known for a long time about the risks of asbestos. The HSE improvement notice required the council to have the written management plan in place by June, which has been achieved. “It’s just an area where we’ve probably as an authority fallen behind best practice in a number of areas, especially the asbestos register no longer being fit and proper. An earlier independent review found the council’s old asbestos management system was not fit for purpose and non-compliant.
