The proposed regulation aims to establish a modern, transparent, and technology-neutral framework governing the offer, operation, supervision, and oversight of satellite communication networks and services in Cape Verde. Catching Up With a Fast-Moving SectorThe consultation comes as Cape Verde’s satellite communications landscape continues to evolve. The new regulatory framework is designed to address the legal and oversight challenges that have accompanied the arrival of emerging satellite technologies, creating a more competitive and resilient communications environment across the islands. Internet penetration stood at 73.5%, with 388,000 individuals online, a relatively high figure by regional standards that nonetheless leaves room for satellite services to deepen access, particularly in more remote parts of the archipelago where terrestrial infrastructure remains limited.
