The coroner said evidence showed Mr Withington had left an electronic note setting out his intentions.
In a statement given to the court, Mrs Withington described her son's struggles with anxiety, depression and alcohol dependency.
GMP told the inquest that officers were deployed to both Mr Withington's address and nearby open land following concerns for his welfare.
The court heard that CPR was administered until North West Ambulance Service crews arrived, but he was later pronounced dead.
Dr Anderson said Mr Withington had been registered with the practice since 2021 and was not prescribed medication at the time of his death.
