ENERGY OFFICIALS and regulators supported removing system loss charges from electricity bills but warned against immediately eliminating all such costs, saying technical losses are inherent in electricity distribution. Energy Regulatory Commission (ERC) Chairman Francis Saturnino C. Juan said nontechnical losses, including those within distribution utilities’ control, should be removed first. Energy Secretary Sharon S. Garin said reducing system losses would require investments, enforcement, and further assessment.
