A Police Federation chief has threatened to take the Government to court to stop Pc Andrew Harper’s killers being released from prison early. Cole and Bowers remain eligible for early release after their convictions for manslaughter a year later. Pc Harper’s wife Lissie has expressed fury at the prospect they could be released early. Talking about the early release scheme exemptions, he added: “We wanted to go further. Pc Harper’s wife Lissie Harper has said their early release would be “an affront to justice” and “an utter betrayal”.
