The Bench of Justices Vikram Nath and Sandeep Mehta was hearing the plea filed by Advocate Ashwini Upadhyay. At the outset, Upadhyay informed the Court that responses had been received from only six States. When informed that service had been completed on all States, the Court recorded the submission and noted that replies had been filed only by some of the respondents. The order reads: "The petitioner informs that he has received responses from only some of the States. We grant six weeks' time to the respondents who have not filed responses to file the same, failing which appropriate coercive orders may be passed."
