New Hartlepool HMOs approved despite police warning of 'significant' risks

Hartlepool Borough Council has granted certificates of lawful development for the conversion of 22 and 24 Kilwick Street into two separate five-bedroom HMOs.
However, the applications were for certificates of lawful development rather than planning permission.
They said: "A certificate of lawful development (proposed use) as set out in the application should be granted."
The force said: "The HMOs presented clear and significant risks relating to vulnerability, crime, anti-social behaviour, policing demand, community cohesion, and cumulative impact.
The scheme at 22 Kilwick Street will include a communal dining room, utility room, kitchen, and a ground floor bedroom.
