Of course, stray animals can create genuine concerns for public health and safety. It is tempting to think that animal welfare is primarily about laws, penalties, enforcement and international standards. How we treat beings weaker than us, dependent on us and unable to speak for themselves reflects our humanity. This is why Rocky’s death should not be allowed to become merely another news cycle.
