Russian President Vladimir Putin has approved the ratification of an agreement aimed at supporting the implementation of occupied Abkhazia’s 2026–2030 “state program” for socio-economic development. The agency reported that Russian financial assistance may be used to support education, youth policy, child welfare, culture, and tourism. The funding may also cover salary increases and social benefits for employees of Abkhazia’s de facto emergency service, prosecutor’s office, and security service. Under the agreement, the de facto authorities will also be responsible for providing medications to Russian citizens permanently residing in occupied Abkhazia. Another Russian state news agency, TASS, reported on August 4 that Putin completed the ratification of an agreement with occupied Abkhazia on the “mutual recognition of academic degrees.”
