Mr Reed denied physically touching the woman, but the panel concluded he did in fact do this. That same month, while in the locker room of Cowley station, Mr Reed pushed another woman in the back "three to five times". She said that she felt Mr Reed get close to her as he walked by, despite the large amount of space available. Mr Reed admitted to saying this, but insisted it was a reference to a quote from the film Hot Fuzz and that it was intended to be humorous. Had he not resigned, Mr Reed would have been sacked.
