The council has emphasised the wider impact of the bridge closure, noting that the structure spans the Central line and carries key utilities.
Cllr Kam Rai, Leader of Redbridge Council, said: "This bid is about local people.
Replacing the bridge will be one of the biggest infrastructure projects the borough has ever undertaken, delivering a permanent solution built to modern standards.
Rebuilding the bridge is seen as essential for reconnecting communities, restoring a crucial route for emergency services and businesses, and reinforcing the national transport network.
The council has pledged a substantial financial contribution to the project and is working with government departments, MPs, Transport for London, and other partners.
