The Environment Agency said it had no objection subject to planning conditions relating to contamination and battery firewater containment measures.
Lancashire Fire and Rescue Service also said it was satisfied the scheme's proposed safety measures aligned with current guidance, while recommending a minimum three-metre separation between battery storage units.
The company said concerns raised included flooding, traffic, battery safety, visual impacts, the loss of farmland, and effects on nearby residents.
The scheme would have included solar panels, battery storage facilities, CCTV, access tracks, fencing, substations, and landscaping works across land to the east of Staining and south of Hardhorn.
Planning documents stated that all infrastructure would have been removed after 40 years, allowing the site to return to agricultural use.
