Peak Architecture Ltd submitted the application to Pendle Council to support three young people who require care and supervision in the property on the corner of Hibson Road and Extwistle Street.
The children living at the home will undertake normal domestic activities, including sleeping, eating, schooling and leisure.
A planning statement added: “The property is a five-bedroom dwelling capable of accommodating a full family household.
"A lawful C3 dwelling may include multiple occupants, varying age groups, visitors, and normal domestic activity.
“The proposed occupancy of two children is low in intensity relative to the lawful capacity of the dwelling.”
