Hyndburn Council says it has been working with Lancashire Police, Lancashire Fire and Rescue Service and other agencies in response to problems at the former Rhyddings Mill site in Stonebridge Lane, Oswaldtwistle.
The council says the condition of the privately owned building poses a significant risk to anyone entering the site and has raised concerns after several recent fires.
The fires have also required emergency services to divert resources from other incidents across Hyndburn and Lancashire.
Cllr Paul Cox, Hyndburn Council's portfolio holder for environmental services, said: "The scenes we have witnessed at Rhyddings Mill are extremely concerning.
The council is also urging parents and guardians to discuss the dangers of the site with their children.
