The debate around Heathrow expansion following the publication of the Heathrow Expansion National Policy Statement has been focused on airport capacity, economic growth and international competitiveness. Major infrastructure projects are often viewed through the assets they create, whether that is a railway, power station, road or airport terminal. This is why Heathrow expansion should be considered alongside programmes such as Sizewell C and the Lower Thames Crossing. A predictable programme of nationally significant infrastructure projects creates confidence for employers, training providers and educational institutions. The government’s consultation on the Draft Heathrow Expansion National Policy Statement is therefore about much more than airport capacity.
