Kaipara Reaffirms Opposition To Head Start Proposal And Backs Alternative Reform ModelKaipara District Council has unanimously reaffirmed its opposition to the Northland Head Start outline proposal and will submit an alternative to central government ahead of the 9 August deadline.

Under it, Whangarei and Kaipara district councils would initially combine into a single unitary authority, and Far North District Council would become a unitary authority on its own.
Consistent with council's July decision, Kaipara's elected member representatives voted against the EMSG recommendation to submit the proposal to Wellington.
Kaipara elected members and staff are now finalising its alternative proposal for Northland based on three unitary authorities, which will be submitted to central government before 9 August.
