Under it, Whangarei and Kaipara district councils would initially combine into a single unitary authority, and Far North District Council would become a unitary authority on its own. Consistent with council's July decision, Kaipara's elected member representatives voted against the EMSG recommendation to submit the proposal to Wellington. Kaipara elected members and staff are now finalising its alternative proposal for Northland based on three unitary authorities, which will be submitted to central government before 9 August.
