The protest is being held at the Council building because Palmerston North City Council is responsible for local planning, infrastructure, land-use and servicing decisions. It is also a joint owner, with Manawatū District Council, of the Central Economic Development Agency, CEDA. Its promotional material connects data-centre investment with Te Utanganui, renewable electricity, transmission infrastructure, fibre connectivity, transport networks and major industrial land.
