France too has often found itself facing down Moroccan tactics to weaponize migration for political concessions. While officially, the U.S. government recognizes Ceuta as sovereign Spanish territory, voices in the U.S. and Israel have increasingly encouraged Morocco to claim the enclave. Israel withdrew its ambassador from Spain in 2024 and expelled Spain from the Civil-Military Coordination Center, which ostensibly oversees the ceasefire and humanitarian aid to Gaza. Morocco has not issued any formal statement about its role in the Ceuta incursion, nor offered any condolences to the migrants who perished. Whatever the immediate precipitating factor for the migrant incursion, it has served as a useful political cudgel for Israel and the United States.
