What if he just repeats Peter because that’s what Peter says his name is in that moment? Doctor Strange's spell didn't necessitate that Ned would forget everything he knew that had anything to do with Peter. If I'd magically forget who my parents were, that doesn't mean I'd automatically forget how to drive a car because they taught me how. As such, the debate will rage on until we're all years older and watching the first trailer for Spider-Man: Whazzidoozitz?
