In each Wairarapa council area, surveys had shown a Wairarapa unitary option to be more favourable among respondents. An initial survey in Masterton showed about 80% supported a single Wairarapa authority with Carterton and South Wairarapa and 11.5% supported a wider Wellington authority. In this second survey, 54.2% supported a single Wairarapa authority with Carterton and South Wairarapa, and 36.4% supported a wider Wellington Unitary Authority. The Wellington proposal included a concept of at least five community councils, one of which would be Wairarapa. The Wellington proposal said community councils would have a budget allocation, based on an agreed formula, and would deliver a wide range of services at the local level,” the Wellington proposal said.
