Kevin Cramer (R-N.D.) revealed a legislative strategy to circumvent the Senate filibuster to pass election security measures during a radio interview Tuesday on WDAY’s “The Jay Thomas Show.” Cramer acknowledged that the standalone SAVE America Act lacks the 60 votes required to clear the Senate, but confirmed that lawmakers are actively attempting to attach core provisions—such as photo ID requirements and proof-of-citizenship mandates for voter registration—to an upcoming budget reconciliation package that requires only a 50-vote simple majority. Explaining the tactical shift, Cramer pointed out that tying voter requirements to federal funding streams offers a viable path forward. “If we do a budget reconciliation package… we could do that with 50 votes if in fact we tie it to a budgetary issue,” Cramer said, noting that budget committees are crafting the package in coordination with the White House. He detailed plans to use federal “carrots and sticks” to encourage states to mandate photo IDs and add citizenship markers to Real IDs, calling voter ID “the low-hanging fruit” for securing election integrity.
