As I understood when this happened in Florida, the bank had to pay the debit card company a fee every time a debit card was used. It didn't work here either. To offset, the banks then tried to charge account holders a monthly fee of $5.00. It didn't take long for that scam to bite the dust either. I seem to recall that President Obama stepped in and reduced the $0.48 per use to $0.25 per use.
