ROCHESTER — The Rochester City Council unanimously approved a $13,484 settlement with Kwik Trip without comment Monday, making it the latest in city payments tied to collected development fees. In a report provided to the council, Rochester City Attorney Michael Spindler-Krage stated informal claims were raised earlier this year, following council approval of similar settlements. ADVERTISEMENTThe claims stem from a lawsuit filed by Tap House Real Estate LLC, which ended with a $245,000 settlement in early 2025. Tap House West End owners claimed the process was flawed and left developers with limited options. Since the Tap House settlement, the City Council has approved nearly $838,000 in settlements.
