Russia’s Federal Antimonopoly Service (FAS) said on Monday it had opened a case against Apple, accusing it of failing to comply with requirements to allow the pre-installation of Russia’s MAX messaging app, a Russian app store, and other required domestic software, according to Anadolu Agency. The regulator said Apple had not fully complied with an earlier warning ordering it to remove what it described as discriminatory terms and conditions affecting Russian search engines and software. The FAS said the case was opened under Russia’s Law on Protection of Competition, citing previous enforcement actions against Apple that were upheld by Russian courts. If Apple is found to have violated the law, it could face a fine under Russia’s Code of Administrative Offenses. The regulator acknowledged that Apple updated its software on July 27 to allow users to select a Russian search engine by default, but said the company had still failed to comply fully with broader requirements concerning the pre-installation of Russian software.
