Motion to disqualify Bowling Green City Attorney denied Published 6:00 am Tuesday, August 4, 2026A motion to disqualify Bowling Green City Attorney Hillary Hightower as the city’s legal counsel in an ongoing lawsuit against the city over a towing ordinance was denied last Monday by Warren Circuit Court Judge John Grise.
An amendment to the suit was filed earlier this year arguing that the city violated the Kentucky Open Meetings Act by discussing changes to Bowling Green’s towing ordinance behind closed doors.
The motion argued that Hightower was a “necessary witness” on what was discussed in the closed meeting.
“It was permissible for the City Commission to enter into closed session to discuss pending litigation with its attorney,” the ruling stated.
The City Commission was entitled to hear advice from its attorney without waiving that privilege by having said advice rendered in open session.”
