Public policy is increasingly being asked to address problems that do not fit neatly within departmental boundaries. Not simply a technology issue, AI is also a question of labour, rights, security, education, and geopolitics. Yet governments still organise knowledge vertically through ministries, expert committees, professional bodies, academic disciplines, and electoral cycles. That structure supports accountability, but it can be limiting when dealing with problems whose causes and consequences cut across traditional boundaries. The late Fritz Zwicky, a distinguished Swiss astrophysicist at Caltech, developed the concept of ‘morphology’ as a method for exploring complex problems.
