Another witness said Ms Kelly had admitted to having drunk one and a half glasses of wine before coming into school that day.
“There was the potential for her to be affected by it, even if Ms Kelly may have genuinely felt she was perfectly capable of performing her duties.”
She also alleged Ms Kelly had become uncoordinated, knocking things over and appeared to be sleepy and unable to use her phone properly.
“Ms Kelly very candidly accepted her behaviour and that she should not have come into school under these circumstances.”
The report added: “It was clear that, at the time these events occurred, Ms Kelly did not have sufficient insight into the risks associated with her actions.
