In the 1990s and early 2000s, the Algarve ranked among Europe’s premier golf destinations before years of underinvestment and the rise of mass-market package tourism gradually repositioned it as a more affordable golf getaway. A recent Expatsi survey of more than 116,000 Americans ranked Portugal as the No. Nuno Sepúlveda, co-CEO of Details, which operates Arrow Global Portugal’s golf, hospitality and leisure assets in Vilamoura, argues the Algarve’s luxury ambitions are less a reinvention than a restoration.
