Drone pictures show Hury Reservoir's dam with large stretches of dry, cracked earth exposed around the edges, and water levels well below normal for the Teesdale site.
According to the water company, the low levels are linked to a £15m maintenance and safety project now under way at the reservoir.
It is understood Northumbrian Water is not concerned about water levels in the region, despite the recent hot weather.
