The council said the development “would intensify the use of a substandard access onto a busy classified road to the detriment of highway safety.”
The council concluded: “The adverse highway safety impacts of the proposed development are also contrary to the best interests of children living on the site.”
Flood risk raised equal alarm, with the land falling in “Flood Zone 3b functional floodplain.”
Flood risk modelling was revised and layout changes made to place mobile homes on lower-risk areas, with the claim that the scheme “would not give rise to an unacceptable flood risk.”
