A proposal to recognize the Indo-Pacific as an integrated strategic system and move toward a future architecture of regional cooperation. The Indo-Pacific Strategic Unity, IPSU, will not be born as a formal organization or as an imaginary political alliance. The Indo-Pacific has ceased to be an elegant diplomatic expression and has become a strategic unity of the twenty-first century. The United States, for its part, knows that the Indo-Pacific is where its continuity as the dominant power is at stake. But beneath those words also lies the old question of power: who controls the seas through which energy, trade, weapons, data, and technology travel.
