Matty McLeod from Pembrokeshire was recognised at a Kensington Palace event celebrating 25 years of the RNLI's lifeguarding service.
He found Ms Hicks unconscious and face down in the water, pulled her to shore, and began CPR.
"Among those honoured was Lead Lifeguard Supervisor Matty McLeod from Pembrokeshire, who saved the life of Londoner Joanna Hicks at Newgale Beach while he was off duty, after she was caught in a rip current.
Ms Hicks joined The Duke of Kent in presenting Mr McLeod with his award at the ceremony.
"His professionalism, quick thinking and commitment under pressure helped save a life and gave Joanna the chance to make a full recovery."
