The proposal is seeking permission in principle (PiP) for residential development on a 0.7-hectare site at Pendelfin on Wyson Lane.
A planning statement supporting the application described the site as a "contained parcel of land closely related to the existing settlement of Brimfield."
The statement also noted that Brimfield has grown steadily over time, with other planning permissions reflecting incremental expansion.
The land is described as part of the domestic curtilage of Pendelfin, consisting of grass, trees, hedgerows and existing hardstanding.
The application also pointed out that Herefordshire Council currently does not have a five-year supply of deliverable housing land.
