The fixed penalty notices of £400 each were issued by the council to individuals who dumped their rubbish on Merton Road, Walmsley Road, Heywood Street, Cateaton Street, and a private waste management unit in Ramsbottom.
The fines, issued over the course of several months, include 15 for fly-tipping and five for littering.
In a statement, a spokesperson for Bury Council said the council worked with other departments within the council to enforce environmental crime.
"Evidence from CCTV, vehicle details and partner intelligence plays a key role in identifying those responsible and enables us to pursue enforcement measures such as Fixed Penalty Notices, cautions and prosecutions.
The council added that people should take care when hiring people to remove their waste as they require a waste carrier licence.
