A Highland taxi driver who is in jail for raping an 18-year-old female passenger has surrendered his two taxi operator’s licences. On Tuesday, all 74 Highland councillors were set to debate the decision taken on June 23, at a special meeting in Inverness. This afternoon, however, the council was informed that Brown, of Croy, was to surrender his two taxi operator’s licences. But but he retained his separate taxi operator’s licence – a business licence that allows someone to operate a taxi business by taking bookings, managing vehicles and employing licensed drivers. The council later clarified that the operator’s licence could not be transferred to another person.
