The Trump administration is giving agencies the green light to implement a new performance management system for federal employees — while also saying significant portions of those changes are “non-negotiable” with federal unions.
OPM’s guidance is meant to help agencies implement the Trump administration’s recent overhaul of the government’s performance management system.
The final rule also bars federal employees from challenging their performance reviews through formal grievance procedures — and makes several other significant changes to federal employee evaluations.
The Trump administration’s changes to the performance management system will take full effect by Jan. 1, 2027, marking the largest overhaul to that system in decades.
