Speed humps need neighbor approval and funding before anything happens. For Krista Cantafio, a resident of Catonsville, Maryland, walking around her own front yard now means keeping an eye over her shoulder. Over the past two years, no less than nine cars have crashed into her yard, enough to leave anyone jumpy about standing near the curb. She wants speed humps installed nearby to slow the traffic down, though there’s no guarantee the request will go anywhere. Instead, at least 75 percent of property owners who live adjacent to any speed humps must approve the plan.
