First, let’s remember that the state’s General Fund’s revenue primarily comes from four sources — Sales and Use Taxes, Individual Income Taxes, Corporate Income Taxes, and Miscellaneous Taxes.
In FY 2020-21, General Fund receipts grew from $4.94 billion to $5.96 billion, a 20.6% increase.
The Legislature also committed approximately $352 million from the cash reserve fund for planning and construction of the new prison facility.
The Education Future Fund was seeded with a $1 billion General Fund transfer in FY 2023-24.
All these factors are reflected in the state’s General Fund financial status and affect the total dollars available to spend.
