I don't think all the 200 million is going towards the said programme and even if it did, it won't have the desired effect. They need fast-track traffic courts and traffic camera networks. They need a postal service that can deliver traffic tickets reliably to the offender's home. They need a way to punish corrupt traffic cops that make up tickets. The above will require far more than 200 million and a persistent political will to push change.
