The Government has now commissioned a fresh review led by Sir Robert, focusing on the events leading up to Sir David’s murder. In a letter to the Home Office, Sir Robert confirmed he will investigate whether "further interventions or follow-ups" should have been made regarding Ali. The newly published Terms of Reference state that the review will "set out clearly the aspects of this incident the Amess family feel remain unaddressed". "Certainly, Sir David’s family, and ourselves as their legal representatives, will not accept any less."
