It is relevance in an economy increasingly defined by digital financial infrastructure. Pakistan's response was to hand the virtual assets file to a young technology entrepreneur rather than another committee of career regulators. In under two years that framing has produced a standing regulatory authority, a licensing regime, and direct engagement with the largest players in global digital finance. ● Digital infrastructure is national infrastructure.
